The City Council shall hold its regular meetings in the Norma S. Rodriguez Council Chamber in the Municipal Plaza Building within the City Hall Complex beginning at 9:00 a.m. After the meeting is convened, the City Council shall consider the following time certain items no sooner than the designated times, but may consider them at a later time.

At any time during the Regular City Council Meeting, the City Council may meet in executive session for consultation concerning attorney-client matters (real estate, litigation, contracts, personnel and security) under Chapter 551 of the Texas Government Code. 

*If the Council has not yet adjourned by 7:00 p.m., the presiding officer shall entertain a motion to continue the council meeting, postpone the remaining items to the next council meeting date, or recess and reconvene the meeting at a specified time on the following day.

3.  An accepting the offer submitted by Bio-Rad Laboratories in connection with the Public Health Preparedness Laboratory Program, to provide  the Health Department’s Bio Safety Level 3 Laboratory, located at Brooks City Base, with a Pathogen Analyzer to rapidly detect multiple significant pathogens and other infectious diseases, for a total cost of $46,000.00 from Public Health Preparedness Laboratory Program grant funds. 4.      An releasing all interests the City of San Antonio may have with the San Antonio Development Agency (SADA) arising from SADA’s sale of Lots 15, 16, 21, and 22, Block 10, NCB 306 and Lots 12 through 16, both inclusive, Block 7, NCB 307, Vista Verde South, Unit 8 in the City of San Antonio, Bexar County, Texas, to the San Antonio Community Development Council, Inc. 5.      An authorizing the execution of  a lease agreement with FaulknerUSA for 1,000 square feet of space at the Henry B. 6.      An authorizing the execution of an agreement with the United States Department of the Interior’s U.S. Geological Survey for $57,490.00 to provide water data collection and monitoring activities of Leon Creek for the San Antonio Metropolitan Health District’s Public Center for Environmental Health for the period October 1, 2005 through September 30, 2006. 7.      An authorizing the execution of a contract change with the Texas Department of State Health Services providing $50,000.00 to augment support for training for the San Antonio Metropolitan Health District’s Public Health Emergency Preparedness Laboratory Program for the period September 1, 2005 through August 31, 2006; and revising the program budget. 8.      An authorizing the execution of a service contract with Parent/Child Incorporated providing up to $323,326.00 in order for the San Antonio Metropolitan Health District to provide physical examinations and dental evaluations for Head Start children for the period February 1, 2006 through January 31, 2007; adopting the project budget; and approving the personnel complement. 9.      An authorizing the execution a contract change with the Texas Department of State Health Services providing an additional $80,000.00 for the San Antonio Metropolitan Health District’s Families Preventing Diabetes Program for the period March 30, 2006 through March 29, 2007; adopting the program budget; and approving the personnel complement. 10. An authorizing the execution of a two year contract renewal agreement through April 30, 2008 in an annual amount not to exceed $93,500.00 with Booth Research Group, Inc. to prepare validated Written Promotional Examinations for various Fire Department positions. 11. An authorizing the City of San Antonio to act as the Local Redevelopment Authority as allowed under federal law for the purpose of applying for and accepting a federal planning grant from the Department of Defense Office of Economic Adjustment (OEA) in an amount not to exceed $916,195.00 for the funding of staff and professional services in support of the community’s efforts in partnering with the military to implement the results of the 2005 Military Base Closure and Realignment Commission (BRAC). A.     An authorizing a First Amendment to Ordinance No. 101687 authorizing the City of San Antonio, Texas Water System Commercial Paper Notes, Series A; enacting other provisions incident and related to the subject and purpose of this Ordinance; and providing for an effective date. 

B.     An authorizing the redemption and defeasance of certain City of San Antonio, Texas Water System Revenue Improvement and Refunding Bonds, Series 1996; and providing for an effective date. 

C.     An authorizing certain actions relating to outstanding obligations designated as City of San Antonio, Texas Water System Subordinate Lien  Revenue and Refunding Bonds, Series 2003-A and 2003-B; enacting other provisions incident and related to the subject and purpose of this Ordinance;  and providing for an effective date.

A.     An appointing George L. Britton, Jr. (District 4) to the Joint City/County Commission on Elderly Affairs for the remainder of an unexpired term of office to expire September 30, 2006. 

B.     An appointing Pedro A. Rodriguez (District 5) to the Arts and Cultural Advisory Committee (Category: Performing Arts/Theatre) for a term of office to expire May 31, 2007. 

C.     An appointing Analisa Rodriguez (District 5) to the San Antonio Youth Commission for a term of office to expire May 31, 2007. 

D.    An appointing William White (District 3) and Mary Abbott (District 7) to the Animal Care Services Advisory Board for the remainder of unexpired terms of office to expire April 3, 2008.
