ARPA Non-Profit Mental Health & Public Safety


The City proposes to provide funding for services by investing in delegate agencies with programs aimed at mitigating the impact of COVID-19 on mental health and public safety services. Funds used to support the proposed programs will be funded through the American Rescue Plan Act (ARPA). The San Antonio Metropolitan Health District (Metro Health) seeks qualified respondents’ interest in providing services that comply with federal, state, and local laws, rules and regulations, and policies that are applicable to this funding source. A total of $4.6 million is available as part of this RFP for the following COVID-19 Impact Areas.

- Address increased mental health needs of youth aging out of foster care and at-risk youth.

- Address increased 911 calls for family violence

- Address increased substance use and overdoses (Harm Reduction)
